If there is, it's extremely low. The sail paint recipes have been available at mine ever since I can remember, in fact I think they were there when I first set up the farm.

Someone mentioned having sail paint 2-7 but need more development to get sail paint 8-9 so I thought there's a requirement.

I did plunder a sail paint 8 off carrib with only noob r4 plunder and no cargo seizure nor college skill but then I tried another few hours and can't get another drop.

Maybe so. It's been a long time, but 8 and 9 were on mine for as long as I can remember.

'Special sail paint 3' is sold at venice, if it's 'Sail paint type X' then it's private farm made, dungeon, astro, events or the Sail paint type 10 which is in 1 of the OGP starter packs from challenge mission.
