This is the first time someone's said "where to get this?" on this site and it was actually a good question. I can't say I've even seen one of these in a cs before.

its a good question, but why do you want it?
the'Ra' figurhead that can be made is 5 dura no effect and inferior to anything above 'saint'
and amulet of the sun is heaps better in a npc battle

According to japanese wiki, the Ra figurehead does have an effect (fleet, I believe). Would love to find one and try it out.

You can get it from Egypt pirates (npc fleet with black sails) that spawn in the bay near Suez. Rare drop so be prepared to spend some time on it.

This also drops in the hidden passage floors in Giza dungeon. I got this in lower Giza on the hidden passage after floor 10.

If you want to plunder this the old fashioned way, then you need to be ambushed by a fleet of Egypt Pirates in the Red Sea. They only attack certain level characters; Akasan suggests total level 86-90. My alt was level 88 when I got it.

There are some visible Egypt pirates in the Red Sea that you can attack, but they do not drop this item.
