It's a regularly reoccurring item for company contributions. Once you get into a standard-sized ship or larger, the only downside to sharks is that fishing won't catch anything. At least as far as I can see. (Islamic merchant fleets in the red sea will drop these as well)

Confirmed able to get this from both Havana and Santo Domingo outskirts. NPC Filibusche Lv 26 Green Coat. Drops around 5-7 shark repellents
