There's also a town which sells these after investing, can't remember which one is it.

Also from an appraisal map in Northwest Athens or Phocis.

So according to the latest info of more than three years ago, this can be plundered from an unnamed fleet near the Azores, bought from an unnamed town after investment, or obtained from an unnamed map. Have we learned anything more specific ever since?

That outsourcing can be your friend. Let's see what a websearch of this item's Japanese name turns up... ah.

If you use "海魔よけの聖刻" minus the quote marks with Ctrl-F, you can skip down to a screenshot showing where the Azores fleet ("Azores pirate of surprise" large Carrack + combat for Carrack) shows up. Seems to be an ambush related NPC fleet; Kraken repellent ("sea talisman" according to the automatic translation) is one of the items that can be plundered from them.
That's all I've found so far. If there is a town where this can be bought with investment, it's not listed on any of my usual sources. I wonder if somebody remembered incorrectly?

Alright thanks. This seems to be the same fleet that drops the
Viking's Treasure Chest which in turn may contain the
Leif the Lucky's Armour. Far too much trouble for a stupid repellent. One had better find some silver tarots and repair any expensive ship parts damaged by the kraken.

Kukulkan Is actually a figurehead you put on your ship that has the Repel Kraken effect if you use it. I have it on my ship and it's come in handy a few times. The figurehead itself is easy enough to make, the handicrafts skill requirement may be a little too high for some though (I've bought mine from other players)

I've found that any item with
Restore all states (multiple) for an effect can be used to banish Krakens and Large Octopus encounters, too. But because of the length of the animation, you must activate the item the second the sea beast in question appears, or it may not repel them before damage is incurred.
