These can be delivered to shopkeepers in ports that have these commercial / academic / military / central capital indications to help development (not necessarily the best use for the seal, mind you). I confirmed the Lima shopkeeper likes them. Possibly others too.

Trying to get alchemy, but u need the Seal of Salamander to get Alchemy, and u need Alchemy to the seal, been looking all over for one. May be someday

It appears this item is a rare plunder drop from land enemies called "Guyce Gang", level 15. These NPCs are found in the Eastern Mediterranean inner landing zones of Paphos (Famagusta) and Byblos (Beirut), as well as the Persian Gulf's Ur (Basra), which are accessible via completing discovery quests. Certain shipwrecks may possibly yield them as well. And the following quests are another potential source, specifically from the enemy vessels that appear during them:
Reinforcement Request From Black Sea (must be plundered from the target fleet, according to UWODB comments)
Bacilius (possibly the same as the above, UWODB comments do not specify)
The salamander pirates' supply ship (according to GVDB drop table listed below)
But having said all of that, your fellow players are bound to be a more reliable, swifter avenue of acquiring these seals.

Just wanted to add: Salamander seals (or as Google Translate renders them, "fire lizard stamps", or usually something to that effect) can be found in treasure chests from Abu Simbel's middle level, 8th floor.

As noted higher up, they can also be plundered from several NPC fleets, primarily in the Caribbean Sea region. Here's a table that identifies the fleets.

Lastly, there is another land battle enemy who, when feeling generous, has been known to drop x7 of them: Defector Cult Leader Lv49. This enemy (on par with some normal dungeon bosses in terms of strength, and frequently found with minions close by) is a very rare occurrence in the eventually to be rare Temple of Poseidon dungeon in the somewhat tricky to reach Atlantis, though.
Based on all of that, I've got to agree it's quicker to buy them from other players, or if alchemy's your thing, cooking them up personally in bulk.
