As many as you can, can not be used at South America, West America, and SEA.

If it is refused the first time keep trying til they accept one.
As stated above they don't work in the Americas, SEA and I assume Oceania. For these areas you need to use Tribute Goods for Brigands which work in all areas.

ottoman navy will only attack you if you have attacked their navy/flagged trade fleets, i think it does work-but hey you must have attacked them so deal with it...

I have never once attacked Ottoman Navy nor any flagged vessel yet they attack me in the Red Sea. Person above me is clueless.
I can confirm that ceasefire agreements do work against the Ottoman Navy as do tribute goods for brigands.

ive never been attacked by ottoman navy so maybe it is my caution rank
or my ship's faster or i sail routes better than yours who knows.
but my friend never got attacked until after he attacked a flagged trader. maybe , being as your the person asking if ceasefire works your the one thats clueless...

I've been attacked by Ottoman flagged navy in the Black Sea and Red Sea but have never attacked them. By the way, Caution prevents ambushes (when ships attack you out of nowhere) only. It does not stop fleets from attacking you that you sail past. Not sure how that works... either your levels or your ships levels (or a combination, perhaps) determines if you will be attacked or not.

Usually in the Red Sea and the Persian Bay it's really hard to not sail through the fleets there because there are so many fleets around and you have little room to move. Totally bottle-necked going in and out of those sea areas.

There are NPCs in all Major Cities called "Merchant" that look identical to the Pedlar NPCs. They also sell Ceasefires. They might also be in other ports too but I haven't really been paying attention so just keep a look out.

Oslo
Algiers
Tunis
Sierra Leone
Saint-Georges
Luanda
Cape Town
Calicut
And FYI... they work in regions that you open up with fame (Africa, Red Sea, India, even Carib) but not in areas that you open with Imp quests (East coast, SE asia, etc)
