This is Russian Empire Crest, Potemkin was Russian. IN gamma is called Roman Empire Crest like Battousai shows.. but seems OGP mixed the names.

This is nothing new, crest is available when St Petersburg was introduced in game. For Potemkin Map and details see this Link
