It was previously available as one of many possible drops during NetMarble's TB era. It would have been available again during the poem fragment trade-in event for 2nd Age's launch (there was to have been a special box that would give you a choice of crests, including this one), but alas, OGP skipped over that for whatever reason. You could try finding a player who's willing to sell, or wait to see if it's ever re-released.
