The Korean text says you can plunder it in the Baltic Sea. No reason why it should be worth so much... it's just a crest, after all. I wouldn't pay more than 10m for a crest... but that's just me.

i have friends who have spent months hunting this and failed
400m+ is a good price its a crest that all the welsh players would love as it allows for probably the only near real nation flag crest in game- the welsh flag

The Welsh flag is a red dragon on a green and white background.... though the shape of the dragon is very similar to the dragon on this crest. I am not Welsh but I do like dragons. But, still, I wouldn't pay a lot of money for something that is only decorative.

confirmed Baltic sea, just outside Stockholm. I just got one today. It may take a while, but it was on one of the larger fleets that show up there. Look for it on the sails.

Plundered this today. Fleet appeared between mainland Sweden and the island just to north of Stockholm. Can't say what caused it to appear. Sailed for two hours the day before with no sightings and this one appeared within 15 minutes of logging in and killing random fleets outside Stockholm. Confirmed Baltic Pirates of four frigates and have dragon crest.
