Capture sailors gives bonuses to melee attack/defense. Don't know the exact formula though.

Have seen nothing to support this being available at company colonies. Just finished the bald eagle quest and have been searching top ranked company colonies, and havent found a thing.

If the previous poster was correct, which i doubt, then it would probably require bustling activity level, max pop, and the bald eagle quest. Since there is no way to check other colonies dev levels, you would need to develop your own colony or badger random players into heading over and checking theirs.

The jwiki server says the figurehead is only available through special events, and the cwiki server says theirs is buildable through the bird book in genoa. Unless you find someone that can confirm their colony has these available then dont bother. Its more than likely a red herring.
