Is this dropped after final level boss or in chests thru out?

I seem to recall these can be found in the chests on the boss floor. They're more common than the Art of Goguryeo Bow, from my experience.

Got it after 73 consecutive runs. Final level chests after killing the boss. Ive gotten 3 of the art of goguryo bows until this point.
