My rule of thumb for these common adv skill boost accessories is:
+1 no effect 100k
+1 with effect / +2 no effect 1mil
+2 with effect 5mil
So if I found this in my hands I'd try to sell it for 5mil starting. Somebody will buy but may take a bit of alt bazaaring and perhaps you need the inventory space for something else.
