Bacannia fleet around Williamstad, the dark-sailed ones. Kill the "normal" ones enough and they'll spawn.

I got one of these from a 4 or 5* shipwreck not long ago, so that's another, albeit very random way.

Got one from an ordinary looking Bacannia fleet east of San Juan x north of Saint Lucia

I found the best place to plunder these are a bit west of willemstad in south Caribbean, if you are plundering cannon and cannot shots as trade goods, that is the fleet that drops this.
