All 6 player nations have one permanent "New World" colony. They are:

Pernambuco for Portuguese (E. Coast of Latin America permit required)
Willemstad for Dutch (same as above)
Cayenne for French (same as above)
Caracas for Venetian (same as above)
Grand Cayman for English (Caribbean port permit required)
Trujillo for Spanish (same as Grand Cayman)

This ring (and some other goodies) can be bought from any of these towns' item shops, once you've invested 200k-ish ducats in them.

Actually Hans Grand Cayman and Trujillo requires E. Coast of Latin America permit not Caribbean. I remembered trying to get into Grand Cayman without port permit for E.Coast and it wouldn't let me enter the town.
