I believe its from a treasure hunt not available yet.

Yes, it's a reward for completing the treasure hunt called "Gentleman thief of legend and pirate" (or at least something along those lines). It requires the 17th century phase 4 Chrono title. Not being familiar with treasure hunts, Im not sure if it's out yet or not.

The sword also gives 2+ to Swordplay and 1+ to Plunder.

The Treasure Hunt theme Legendary honorable thief and pirate is definitely available! You can also get a cool bow weapon from it. The details of how to start the theme are found on that link I just posted.
