Oh, I assumed it was the city of Florance. Didn't even look in Rome. Sorry about that :(

Through enhanced alchemy, this weapon (which has its recipe unlocked in Florence by first gathering a specific number of Roman Coins through winning Rome's Coliseum matches; dungeon-earned RCs don't seem to count toward the total) can be upgraded into Flugbahn. If Flugbahn is further upgraded via enhanced alchemy, it becomes the Flugbahn EX, with a secondary effect of "Increase special shot effects".
As stated on the OGP website, any Great Success production boosts will be lost when converting the base item into a new alchemy version. Cheers.

The above recipe is only 2/3rds correct. You need a
Short Bows x1 equippable weapon sold in Marseille as opposed to the Korean trade good with an eerily similar name. Additionally, JP wiki says you also need the following requirements met:
Roman coin cumulative acquisition 80,000 sheets
Contribution consumption point: 400
Roman Coins are capped at 50k each, and the game apparently only tracks/counts those you earn in the Coliseum through land battling, not from any other source. Cultural contribution to Florence may only count if done through Craftsman donation instead of an appropriate Trade union, but this is currently untested/confirmed.
You'll know when you have met the requirements by visiting Lorenzo at his home in Florence and clicking on him; if a cutscene triggers in which he mentions your contributions to the gladiator arts (or whatever), then you begin unlocking the (ridiculously hard to get but fairly nifty) Roman Coin Florentine recipes. I'm not sure if the required values from JP servers are the same on Maris or not, though.
Finally, this is used as a baseline to create the
Flugbahn weapon, which can be further upgraded to
Flugbahn EX -- see respective pages for details.

Ah, it's also possible that you only need 80k Roman Coins -- the 400 contribution listed may just be what it costs to make each bow. Tch, and I thought the Western Rifle was a pain to produce... Cheers either way.
