1)Its not repeatable.
2)You need to complete Coronation Stone and Merlin's Staff chain quests in order to unlock Excalibur quest chain.
3)Savvia deceives but not necessarily scam. He can't finish the quests cause he don't have the requirements, and so sells the service of finding someone who meets them. Sort of like a middleman, though the helpers may not get paid, while he charges the newcomers an arm and a leg.

As long as he's not lying to others players about prices there's nothing wrong with making profit. The game is centered around trading. I guess I'm only of those 'whining assholes' Hans talked about (write your IGN, you pussy) because when I did the Excalibur quest, I did shout out the quest for free and two people joined. I did all the work and I even towed them to Santo Domingo. Cost them nothing. Cost me nothing too but now I have two extra people on my friend's list. I did that long before Savvia started his farming and I will continue to give away free quests as long as I find them. @Beatrice: The tactic to get the quest multiple times is really easy if u think about it. U feet with an alt. Get the quest and then get your alt to also take the quest. Disband the fleet and then go get players to join you to fetch the items selling them the quest. Once you have taken the players on the "tour" and the quest has been compleated/items collected. You re-fleet with ur alt who still has the quest. Make the alt the admiral and u can get the quest again without using any QMP's.

Excalibur is much easier to do, since the preq for mjolnir are really hard, especially the geo and people fleet with each other so that they can meet the reqs. Excalibur is quite easy, since most of the preqs are "info" quests, the last quest to discover it is just the difficult one, 13 search and unlock 15 archaeo >_

its ok, just wait for this to come out in TB, the funny thing if alot of players start /shouting for something, it comes out in TB, even items like headache meds and silver tarots which can be acquired in game without spending your hard earned real cash. i would be pretty pissed if got silver tarots from a TB, or any other items that you can already get in game.
As for QMPs at 500k, thats down to noobs constantly rising the prices down to greed, the flip side to that is when theyre high lvl and need QMPs to do quests, they wont be able to buy QMPs in bazaars any more, thanks to themselves and will end up paying more than 500k

I just brought one of these for 700m.. I personally think i'm going to sell up again and get a Gae Bulg, much better 200m cheaper. All these romours about it not being able to be looted as well.. Oh dear, since it can be traded it can be looted. At 160 damage Excal improvment gets sketchy. Not one single fail all the way to 160. then Fails start with great great chance. Two types of fail Break and -1 damage. Confirmed it can go 165+ reached 167 before break.

you can't get the tools to make one 150 attack anymore, and unless we were lied to, you never will be able to buy them with NC again. You will have to find one somebody already made, or find someone willing to sell unused forging tools.
And hope the devs don't decide to gimp all of the "god gear" back down to normal levels. You don't need one for fighting npc's and you stand a good chance of being shunned for using any of it in pvp.

I think the point, and everyone can agree on it whether you have forged gear or not, is that due to it only being available once. This created a massive shift between forged gear users and non forged gear users. If the tools would have been available for new players (myself included) I don't think we would have this separation of community. I personally don't have any animosity against them, I just wish if they are going to stay, they would be available for purchase again.

2 days ago I was battle grinding in my 5/5 Vass using all rolled plating. I got attacked buy a pirate lvl 25 battle using a LMS. He gave me a broadside and sank me with 1 hit doing well over 1k damage with 1 shot that was not even a crit that’s why god cannons suck there is no way in hell people or pirates should be allowed to do crap like that. you all may think different a bought god cannons when that kind of crap happens to you. I could care less a bought getting sunk but there is no way in hell a pirate should be able to 1 hit kill someone over 20 battle lvls higher than him using a LMS

Sinking a Vass with a LMS 2 cannon slots or not can be done you would half to have max cannon skills, but it could be done. Since you get little to no Exp for grinding cannons you can max cannon skill by the time your lvl 25 unlikely but you can do it. Boring as hell but you could. So god cannons + max cannon skills yes a LMS could 1 shot a vas (unlikely but could)

If you take away God guns, then you should take away the NC ships with 1400 dura too, and take away Hernam with Double defense shot. Might as well take away all the NC items haha. I've heard that this sword is unplunderable, maybe with the fact it's one-time reward per character could be the reason? Does this means any one-time rewards are unplunderable (like Memorial Album rewards) as well?

An official response from GMs states this weapon cannot drop again even if you repeat the quest; thus it is limited to one per character, period.
Also, an official (but slightly dated) list of items which can/cannot be plundered specifically names Excalibur as unplunderable:

As I understand it, unique MA rewards (Masquerade knife), SoW crafted/dropped Sea Monster and Sea Dragon equipment cannot plundered, while common MA rewards which can be acquired again in-game (+1 fishing accessory, +1 shipbuilding accessory) can be stolen. If you have any questions, feel free to consult the GMs in a support ticket.
