not counting the map, u can find it in northwest genoa and west tunis land zones with search skill... some npcs also drop these

Lots of places where you can obtain dull cutlass. One place is beirut's mosque. Upon entering go to the left side (from the entrance) all the way to the back in between the last window and pillar and do a search.
