Hey Guilder, this WAS available from Red Grab bag which was in the Viking Event early on Maris. This is the same bag that dropped the swords of the various winds. I received two and traded one to my comp mate for... The pilgrim boots you linked. XD

Cool. Statement amended: this item is available in Maris, though as it came from a limited time event it's likely to be somewhat rare and difficult to come by.

Fortunately, an alternative +1 Sail Handling foot equip (with additional stats) which can often (and randomly) be obtained from Historical Events can be found here:
