Well, I'm a Dutch player, and I can see the French Hood recipe in Marseille with no problem, so I'd imagine it works the same up north as well.

The +1 Crafts Trading English Hood (black coloured one) English Hood was available at the Young Woman near the Mogul in London during the 16.1 World Clock period.

Importantly though - it required 10 Cotton Fabric and not Silk Fabric as is indicated by the recipe here.
