You need to have access in Vinland (Newfoundland North Coast). Need to do some vinland quests in order to enter there. Click the "(G.T.)Vinland 9" link above to know the quests needed.

the mineral is either be made from vinland or maybe colony...not sure which...the recipe will not require any florence point....
