Can be plundered from Carasco Lv45 land enemy boss in the Himalayan Region, which is accessed by going further inland via the Bay of Bengal North Coast landing point. As is customary for newer inland regions, anyone can access this area regardless of their discoveries/port permit status.

Carasco himself tends to hang out at the top of the mountain, usually keeping a few Carasco Gang Lv 44/42 underlings close by. His most common drop is the Bank so be sure to keep an eye on your free inventory slots when seeking this item. On to the stats:
