From what I can gather this, along with the other Quintet Coat of the (____), were released on the Japanese server as part of a "Legendary Sounds Echoing in the Waves” live event that was in collaboration with a RL Japanese band called Zoorssiannbrass way back in 2015. Given the possible legal issues and the mediocre stats, it's pretty unlikely this will ever be released for us on Maris.
