The recipe is found at the Attendant NPC (next to the Merchant Guild) and will only appear if you have equipped the Adept of Ages (17th Century-P.5) / Adept of Ages (18th Century-P.3) titles, or EX equipment with the Age effect (17th century) or Age effect (18th century) effects.
