The correct ingredients for this are: 30x Cotton Fabric, 20x Gold Thread, 20x SUEDE (not leather!), r13 sewing and 17.4 Chrono Title needed in Port Royal.

And if you have R13 or higher sewing (equipment boosts work too!), the above recipe also shows up under Aide Production: Sewing. The ingredients are almost identical; it takes 60x Cotton Fabric, not 30x for the Aide Production recipe version. And of course, only an Aide with R13 Sewing or higher can make the recipe... eh, well.

Additional correction: this item is produced by way of the Port Royal tavern's NPC "Drinking Woman", through her R13 Sewing recipe "Pirate's garish costume sewing recipe". This recipe (along with others) can only be used with the aforementioned title equipped. However, the town recipe actually requires 60x Cotton Fabric, just like the Aide Production version, not x30 as originally reported.

You can also get a light blue version of this called the Desperado Jacket from completing a Chrono quest An Old Friend from santo Maritime guild. I believe it follows the Henry Morgan and Port Royal storyline.

I've been able to share the quest that gives the Jacket in question with people who haven't done the Port Royal storyline yet (or even discovered Port Royal, for that matter), if that helps any. Unlike the Tortuga Pirates outfits, Desperado Jacket doesn't require notoriety to equip, either.
