As for the recipe, it's R15 Casting, and requires the following ingredients:

I believe so. I've seen two people wearing it, and I've seen a recipe in Stockholm at the Item Shop NPC that matches the above info. I don't have r15 Casting, but I do have the recipe's ingredients, so I can hopefully obtain one of these myself, soon.

In addition to blue (casting recipe) and black (item shop), a red version of this armor will one day exist as well:

"Van Kool Armor" (Or Vancool, Van Cool...)

Stats:

20k fame and title "Van Cool" required to equip. That title seems to be Battle Campaign related? It can also be upgraded to EX form; that version requires 40k fame, the title, and has an EX effect of "special bullets effect increased incidence (Rank10)".

I don't know exactly when this armor will be added, but I'm expecting it will be during Age of Revolution, chapter 1, or later. Cheers, and good voyaging.
