Colon's Outfit came out the same time as 2nd Age, I believe. 16th Century, period 1? Sadly, the recipe (which produces a color-custom outfit available in red, green and blue as shown above) has yet to reappear.

As with any World Clock recipe, I'm afraid it can only be made during the appropriate century and phase. Can't say I care too much for that game mechanic (I gathered ingredients for this recipe just in time for it to vanish before my r15 sewing friend could log on) at all.
