With a friend's help, I can confirm that this is a Rank 13 Sewing recipe which only comes from Aide Production. To access the recipe, you need R13 sewing base at least, and then have to equip the 19th Century title to see the recipe from AP menu; lastly, you need a reserve Aide with R13 sewing rank minimum to produce it, plus space in your quarters to keep the materials. And like Tammer posted on the Memorial Album section, it counts toward finishing the North American Pioneer Clothes MA, too.

Skill boosts are +1 Sniping, +1 Leadership. You need 12k fame to equip this, and it has no gender restrictions.

To add: the max production rank any aide can reach is R10 (at 600 trait points, meaning 100 in all 6 categories such as Navigator, Lookout, etc.) -- going past R10 in sewing (or any other production field) cannot be done if your aide lacks +1 boost to that production skill as +1 skill adds +5 to their production rank.
Keep that in mind. If your aide lacks +1 sewing, all is not necessarily lost. You can add +1 sewing permanently/temporarily with
Captain's Secret Notes /
Captain's Secrets (30 days) respectively and still be able to produce this item.
Adding the sewing skill to an aide is also possible if you send an aide to Royal Navy but at 50/50/50 levels, 100 trust and 600 traits maxed, most would prefer to use the items I mentioned instead.
