you can get it from Ganador Reward Exchange Box 1 its the 50 cannons, sails, and armour one

Ah, memories. BigBlockin's advice no longer applies I'm afraid. This outfit is dropped (somewhat rarely) by the following Ganador:

Jean Bart

However, it is very likely that some other French Ganador(s) can drop it as well, being that Jean Bart was added to the game a few years after the above posts. Interesting... regardless, as all Ganadors are unique to certain time periods and possess strong battle skills, this may be more difficult for some to accomplish than others. Stats (thanks to ReaD):

+2 Accuracy
+2 Reloading
+1 Mine Laying
Unisex, 50k total fame to equip
