I got two of these from doing a quest from the Maritime guild in Stockholm. Don't remember the title of the quest, but the gist of it was that some pirates had gotten some new ships and you have to hunt them down near an island to the southeast of Stockholm. It was a fairly easy fight, two ships, 540 durability or so each, but they turn on a dime, so it was easier with melee than cannons. I didn't get the armor every time, probably two out of six times I did the quest: maybe only those times I killed both ships? I'll update the details if I come across the quest again.
