general's cloak can be bought in NC 7,100 = 70-100m equivalent,
therefore all AoL is worth less because its not as good

true but if your in a cannon fight job & cannon skills are maxed, then having general cloak to increase you melee skills +3

is better than being in melee fight job and using AoL to increase your cannon skills +1 or +2

+ penetration is hard/ nearly impossible to get from clothes. so its still a great armour

what im trying to say is its way easier and cheaper to boost your melee skills with clothing, items, weapons etc , than it is to boost your cannon skills.

so although this is more rare , the fact that the boost is less, makes it less valuable.

Tell that to the +4 gunnery/ +3 penetration / +2 ballistic / +1 accuracy oxford skills.. melee don't have that boost, at least have cloth.

Meele don't have that? What about the 4 college skills for meele? Any average Joe in a galley, even MFCV can reach 400 atk in meele, some advanced Joes get it up to 550!
