No. It's one of the possible recipes available at your company house, if you have one. I've never seen it show up in ours, and I suspect that it requires a fairly high company rank, but that's speculation.

Not surprising, considering that the Ottomans on GAMA are little more than a subsidiary of England. Just a bunch of endgame English maritime toons who want to join ESF regardless of England's participation and a sprinkle of aspiring world SBs. None are actually interested in having a Ottoman interest group much less having a company based in Istanbul.

Is there any way to make this in-game?

Istanbul has ONE company at r1 so no luck there.

Is it possible to make this in Calicut? I haven't actually checked if there are any r7 companies there.

This outfit is since 15th March 2017 avialable in GAMA server! I can confirm this can be obtained from Rank 7+ companies settled in Istanbul, Athens, Alexandria or Tunis.
