The author of the link that Guilder provided said that it was an ambush fleet. It is in red letters right underneath the map area shown.

Yes, that was what made me go for the ambush, but all the info here on Ivyro doesn't specify and makes us believe that is the normal 4 ship fleet. It even point that the fleet is on the Red Sea.

To summarize the above info:

You can plunder the Pirates Notes treasure map from Islamic Dynasty Fleet which appears as Ambush (no Caution, Highlookout or Pet skills which cancel ambushes active) in the Red Sea. The map has a chance to drop this outfit, but it isn't 100% so you may need/want extra maps.

If anybody can provide more specific info, please feel free to. Cheers.
