I *guess* that you might need to plunder the fleet. But I never did the quest, nor heard about anone who did, so don't take my word for it.

no need to get the quest to plunder that armour.
you can plunder it in other location.

Can be plundered from Bounty fleet Ambush attack in Northern British Isles. I got mine today at around 15857:1655. Enemy ships like to run away, so you have to be fast. After attack, you need to wait about 5 minutes for next attack, and you have to be moving (good to grind Rowing skill :P)

Plundered this today. Right in the area according to Marcos's plunder map. Can be fleet of one or two. If two, one ship will attempt to flee.
