Stats: male-only, color-customizable. That's it.

And no, it cannot be found outside Santo Domingo or anywhere else in the world by conventional means. To obtain this equipment, you must instead locate a flagged Netherlands NPC fleet in the Bay of Biscay led by an admiral by the name of Dirk Hardock.

Dirk regularely sails out from Nantes and down to Bordeaux in a fleet of three caravels, which can have as many as 28 sailors or as few at 14. The fleet drops the following loot in addition to the Waistcoat:

Lamb (trade good)
Tweed (trade good)
Master Craftsman's Carpentry Tools (consumable)

There are two ways to try and go about collecting Waistcoats. They are:

1. Sink the Dutch fleet with cannons or melee. Arrr! But that's going to make the The Netherlands/Dutch angry and gain you piracy notoriety. Also, you're not guaranteed to get the Waistcoat just from the act of sinking the fleet as it's a rare drop. I would not advise this strategy since it's a truly terrible idea. I mention it solely to help you see why the second method is the better course.

2. Engage the fleet with melee and an aide with Seize Cargo; Oxford skills of Successful Plundering 1 , Successful Plundering 2 and Rare Item Plunder might also be helpful if you can use them.

This route is the best way to obtain Waistcoats, but there's a catch: the target fleet's pitifully small and weak amount of crew and low melee attack/defense stats. You're going to have to dismiss (or better yet, starve until shipwreck) your existing crew, then hire back a handful of rookie/white sailors (no more than 10 max).

You'll also need to leave behind all your top level battle equipment since the goal is to keep the enemy alive as long as possible to raise the chance of your aide plundering Waistcoats. Bringing a surgeon friend along is advised in case of possible emergencies, though not strictly required. Bell of Withdrawal items or others similar to it may also help; you'll see why shortly.

When you're ready, engage the target fleet and melee (but do NOT wipe out) the crew of each caravel. Try to avoid the ones with 14 crew until you know how much damage you can inflict on enemy crew per round -- if at any point it looks like you're going to wipe out all crew in the next combat round, spam the Retreat option or retreat items to try and disengage from melee. Cycle through each caravel until you either have a Waistcoat (or more than one if you want), or until their crew numbers are too low to risk further melee engagements.

An added trouble is that Hardock's fleet doesn't seem to have Surgery skill, but that's okay -- at this point, you can exit the battle and the fleet will replenish all its lost sailors. You can reengage/escape from/reengage them as many times as you like until they reach Bordeaux or until you no longer have any reason to keep attacking them. So long as you do NOT sink even one ship, then the Dutch nation will not consider you a pirate and you'll gain no notoriety for your (ahem) 'redistribution of fashionable attire'.

Does this seem like an awful lot of trouble for something which has no super special skills or effects? I suppose so. But somewhere out there in UWO, there may be players who wander by and go, 'Hey. This looks neat; how can I get one?' Now they have a guide to help them on their way. And if you think about it, this outfit is special in its own way: it's been in UWO since the game's launch back in 2005. It's a piece of UWO history... which happens to look pretty nice, too.
