Possibly so. When I searched the item name with Google, I came across an article which claimed, "An enchanted version is called Wrought Steel Shin Armour – Special (15 attack, 25 defence, 2 rowing), but these boots are untradeable and can't be obtained anymore."

I think these were only obtainable through a Sailors Bottle, or Treasure Box back on NM.
