The recipe for this color-customizable head equip will appear when you have accumulated a total of 170,000 Roman Coins (dungeon gains do not count) - it can be found in Florence from Lorenzo's casting maid, Zita.

As you can only hold a maximum of 50k Roman Coins at a time, you must collect/spend them at lot - it's not easily done so I expect few in Maris will have the ability to produce this item.
