the quest for this item can be completed if atlantis isnt accesible?

No. The quest for it wont even appear unless Atlantis is open, since it requires you to physically visit it.

Technically, the quest ("That Which a Merchant Connects") can actually appear when Atlantis is gone from the game, if and only if you've done all the preceding quests beforehand. I tested this on the old server for fun.

But BlakeC is still right as after the first step, all remaining quest steps require talking in the Acropolis of Atlantis. The game will even warn you about this after the first step's completion.
