This is a UWC ship which means it has at some point been present in the Cove shop - players sell them from time to time.

It depends on when it was last released, and its supply and demand. Usually the longer it's been since it last came out from the cove, the lower the drop rate, and the higher buy demand from players, the more difficulty you can expect to find one. I don't doubt that PP will likely put this back in the cove at some point, but when exactly remains to be seen...
