No, not at this time.
And for future reference, if you have that sea area charted, you can find out if your able to build any particular ship in that port by selecting Journal, Charts, scrolling to the region area, click on the Change button in the upper right corner, select the sea area that port is in, click on details, select the upper change button, then select the port you wish to get info on, then select the bottom lower Change button, and finally select the Special Shipbuilding Information button. If the ship your after is darked over, you cannot build that ship. Selecting on it will show you why. In this case, Ternate has Insufficient development.
