thats because its not made from a player and bought from a shipyard. or you forgot to refit it with r5 sb

They give you the pinnace reffited for trade, max cargo, with min crew and guns. You can still refit it in shipyard if you have SB rank 5 or more, or fleet with guy with SB r5+..
