there is always a chance that an optional skill does not "take" even when all the proper ship parts are used. It is a thankfully rare occurence, but it does happen.

which is better gunboat,bombarda or bomb ketch?

This is better if you want use mines, special sea mine is pretty nasty. Gunboat is for cannon users and Bombarda is perfect for melee, as it has attack prevention net and roaring sea mine.
