• yes you will miss out on a round of improvement. If you can get that skill via original or optional skills you would be better off to reset the boat. if it is a skill that cannot be put on the boat in any way then you have to weigh your options, but if you do not reset the boat it won't be as good as it could have been.

• if your fleeted with a player who meets the requirements and they pull the quest then you can join his fleet, take same quest, help him and gain this job card... otherwise yes you need to meet the requirements in full for the quest to appear
